Program overview
When delivered twice a year to at least 80% of children aged 6 to 59 months in countries with high under five mortality and high rates of vitamin A deficiency, Vitamin A supplementation (VAS) can contribute to a reduction of U5M by up to 24%.
VAS is delivered to children twice a year through multiple delivery mechanisms. Some countries are organizing mass distribution campaigns where teams of distributors visit every household to give the vitamin A to children. Others have integrated VAS into their facility based delivery systems alongside routine immunization or growth monitoring. A third group of countries are using a hybrid system between campaigns and facility based delivery. Finally, some countries are transitioning from one approach to another.
Helen Keller International has been providing support on VAS delivery to Ministries of Health in 13 countries of Sub Saharan Africa for several decades and is currently supporting distribution of more than 30 million VAS capsules per year.
As our program continues to expand, we are looking for consultants to provide us with technical support to strengthen the Monitoring, Evaluation, Accountability and Learning (MEAL) section of the VAS support team.
Consultancy
Our monitoring system currently relies on cross sectional coverage surveys conducted after distribution campaigns to verify if children have been reached. We are also collecting multiple data to monitor processes and performance of the planning, preparation, implementation and monitoring of VAS services.
We are seeking consultants to help us:
Develop a comprehensive MEAL strategy for the VAS program
Identify indicators to be collected and frequency and modalities of data collection to ensure adequate monitoring of program performance and cost effectiveness of processes and approaches to program implementation
Develop tools and processes for data collection, sharing and transformation into knowledge products and learning tools
Continue increase the reliability and usefulness of the post distribution coverage surveys: geographic coverage, frequency, questionnaires and modules, sampling approach, reporting
Qualifications required
• At least a masters degree in public health with a concentration in monitoring and evaluation, epidemiology, statistics or other relevant domains.
• Minimum of five years experience in MEAL programs / services
• Demonstrated experience implementing surveys and MEAL
• Demonstrated experience in consultancy to support the development of MEAL strategies and teams
• Ability to communicate in French and English
