Background
Neglected Tropical Diseases (NTDs) are treatable and preventable diseases that affect over 1.7 billion people across the world, particularly in tropical and subtropical countries. These diseases are diverse, but all of them have a devastating impact on impoverished communities. They disproportionally affect children, women, and people with disability. These diseases are known as ‘neglected’ because the people who are affected by these diseases lack a strong political voice and have a low status in public health priorities. In Cameroon, Helen Keller International is a long-lasting partner of the Ministry of Public Health (MOH) in the fight against NTDs. The Organization is currently the country implementing partner of the USAID's Act to End Neglected Tropical Diseases (NTDs)|West Program (Act|West Program). This grant which is received through FHI360 is aiming at supporting NTDs endemic countries with the goal of eliminating and/or controlling these diseases, through proven and cost-effective public health interventions. Act|West interventions are focusing on onchocerciasis, trachoma and lymphatic filariasis, and the Program covers the 10 regions of the country. Each of the regions is receiving technical support either from Helen Keller International or from one of its sub-grantees (through their respective Program Officers).
Helen Keller International Cameroon is seeking suitable candidates for the position of Program Officer who will perform the following tasks:

Responsibilities
The Program Officer (PO) is responsible for monitoring the implementation of all phases of the NTDs-related projects in his/her region of assignment. S/he is the direct interface between Helen Keller International and the targeted Regional Delegation of the Ministry of Public Health (DRSP). S/he is the privileged interlocutor to the DRSP for all questions related to the NTDs-related projects funded by Helen Keller in his/her region. S/he interacts daily with the NTDs regional management team to ensure the preparation, implementation and monitoring of the NTDs program activities. S/he reports regularly to the NTDs Program Advisor on projects progress and is a key element in Helen Keller International's Quality Assurance.
Main duties:**
- Program Management (60%)
o S/he assists in the development of annual budgeted work plans
o S/he provides the MOH NTDs regional management team with technical support in the preparation, implementation and reporting of all activities contained in the work plans approved by the donors. These activities are related to the following phases of the projects: planning, implementation, reporting, supply chain management and reverse logistics, documentation of good practices and lessons learned. In the reporting phase, he or she works upstream with the regional management team to ensure that all programmatic indicators required by donors are filled in and are above acceptable performance thresholds.
o S/he accompanies the MOH NTDs regional management team in the formative supervision process of stakeholders at the peripheral level of the health system (health district, health area, community health workers)
o S/he contributes to the dissemination of program results and the visibility of Helen Keller's actions in his or her region of assignment in relation to the fight against NTDs. He or she will work in collaboration with the NTDs Program Advisor and the Country Office Communication Officer.
- Grant Management (35%)
For all the points listed in this section, the Program Officer will be working closely with the Grants Manager.
o S/he monitors the implementation of fixed-amount awards (FAA) signed between Helen Keller and his or her region of assignment. This includes the following aspects:
§ Assistance in capacity building of the NTDs regional management team in FAA
§ Supporting the NTDs regional management team in the collection, review, consolidation and submission of good quality deliverables in a timely manner
§ Liaise/follow-up/monitor/work closely with the MOH to ensure expected programmatic deliverables are submitted on time, are complete and accurate. Part of the role is approving the quality of the supporting documents, based on which payments are made.
o S/he contributes to the budgeting of the FAA and supports the Grants Manager in preparing the FAA packages for approval.
- Other specific duties (5%)
o S/he contributes to the identification of funding opportunities for NTDs-related projects).
o S/he will perform other duties as assigned within the programmatic and technical functions of the project.
Minimum requirements and skills
Cameroonian national.
Diploma and equivalences: Master's degree in Public Health, Social Science, Project Management or any other equivalent degree, Physician, Nurse + Msc (preferred qualification for experience in NTDs, especially onchocerciasis, trachoma and lymphatic filariasis).
Experience: Minimum 5 years in a project team, ideally development or humanitarian projects.
Written and spoken languages: English and/or French.
Ability to adapt quickly in a dynamic environment.
Ability to work with minimal supervision.
Proficiency in MS Office, statistical analysis software, databases.
Having a good knowledge of the Cameroonian health system would be an asset.
Individual qualities: Dynamic, rigorous, meticulous, ability to deliver excellent results under pressure, good interpersonal skills, sense of confidentiality.
Team spirit, ability to listen, ability to synthesise
Ability to adapt to changes
